俄罗斯2003石油工业发展稳健,原油产量和出口量大幅度增长。与上年相比,原油产量增长11％,达4.2亿吨;天然气产量增长3.6％,达6164.5亿立方米;原油出口量增长12％,达2.1亿吨;原油出口创汇增长26％,达363亿美元;原油加工量增长10％,达2.25亿吨。在石油行业,尤科斯石油公司的各方面指标都超过同行企业,成为行业龙头,而天然气工业股份公司仍以绝对的优势位居俄天然气行业榜首。俄能源部计划2004年进一步提高原油和天然气产量,使之分别达到4.32亿吨与6241亿立方米;同时,完成对《矿产资源法》的修订。俄罗斯在2004年还将进一步加强与美、德的能源合作以及与欧盟的能源发展对话,并继续保持与阿拉伯国家等从政府到部门的全方位合作。

The Russian petroleum industry experienced a stable development in 2003 with the crude production and export growing significantly. The crude production grew 11 percent to 420 million tons in 2003 while the natural gas production grew 3.6 percent to 616.45 billion cubic meters. The crude export grew 12 percent to 210 million tons, generating the revenue of US$36.3 billion in foreign currency, a 26 percent increase. The crude processing volume grew 10 percent to 225 million tons. In the petroleum sector, Yugos has become the leader because all the business targets exceeded its domestic counterparts. Nature Gas Co Ltd has taken an absolute dominant position in Russia's natural gas sector. The Russian Energy Ministry has planned to further boost oil and natural gas production to 432 million tons and 624.1 billion cubic meters in 2004. Meanwhile, The revision of 'Mineral Resources Law' is expected to be completed. Russia will further strengthen the energy cooperation with the United States and Germany and dialogue with European Union on energy development in 2004. Russian will also continue keep full cooperative relations with the Arabian countries.
