对进口在经济发展中作用的重新认识——兼谈调整我国现行外贸政策的思路

Renewed Understanding on the Function of Import in the Economic Development——Concurrent Research on the Adjustme nt of China' s Existing Foreign Trade Policy

目前,国内就贸易逆差、顺差问题进行了激烈的讨论。本文在前人研究的基础上,首先对进口对经济发展的作用重新进行了研究,其次,对我国和其他国家的发展经验进行了分析,最后,提出调整我国现行外贸政策的思路和具体建议:由外向型经济向内向型经济转变,进口与出口相协调,外贸政策与外资政策相协调,外贸政策与产业政策相协调,构建适度保护的外贸政策。

At present there is a heated discussion in China about trade surplus and deficit.Based on some existed researches,this paper firs t makes a new study on the function of i mport in the economic development.Then it analyzes the experiences of C hina and other countries including USA,Japan and Russia.At last,for the adjustment of China' s existing foreign trade policy,thi s paper puts forward some thoughts an d suggestions which include:transforming from export -oriented economy to inward -looking development economy;balancing import and export;harmonizing fore ign trade policy and foreign capital policy,making foreign trade policy consistent with industry policy;co nstructing a temperately -protecti ng trade policy.
