改革国资管理机制 提高资产运营效率——上海上市公司发展中的问题和对策

To reform the management system and to promote the operation efficiency of state-own assets ——The problem and solution of the development of Shanghai's listed companies

本文总结了上海上市公司总体情况,对这些公司的业绩状况进行了分析,并且和非上市公司进行了比较,从而得出上海上市公司经营状况不良的主要原因是资产运营效率低下的结论。同时,作者指出造成资产运营效率低下的原因在于上市公司内部机制不善、国资管理体制尚不科学。作者认为在进行上市公司重组的过程中应该突出两个原则,一是把改善上市公司现有资产的营运效率作为核心目标,二是从长期来看实现相关国有资产的增值。

In this paper, the author summarized the listed companies in Shanghai city, analyzed the performance of these companies, and compared the results with nonlisted companies in Shanghai. Then a conclusion was drawn that the main reason of the bad performance of listed companies in Shanghai is the low efficiency of the assets operation, which is the inevitable result of a bad internal management and an improper system of state-own assets management. When the solution of the problem is mentioned, the author suggested two rules couldn't be ignored, one is that a better operation efficiency of assets must be considered as a core target, the other is that any solution should benefit a long term sustainable growth of state-own assets.
