两种县公费医疗管理模式的比较分析

Comparative Studies on Two Administrative Modes of Public Health Service in County

把公费医疗经费交给县医院管(以下简称县医院管)还是交与专门建立的县公费医疗医院管(以下简称县公疗医院管),这两种管理模式,谁优谁劣,一直是个争论的问题。为此,我们对郑州市中牟县(已成立公疗医院)与密县(未成立公疗医院)的公疗状况进行了调查和比较分析,试图较客观地回答这个问题,以供县公疗管理者参酌。

In Zhongmou and Mi counties of ZhengZhou city, Henan province, the authorscompared two administrative modes of public health service: administration of publichealth service funds by the county public health service hospital (mode 1) or by thecounty hospital (mods 2). Mode 1 has been considered much better than mode 2 aftercomparative studies of various expenses in public health service, such as expenses forper-time ambulatory treatments, per-capita ambulatory treatment andhospitalization in half a year, per-day bed occupancy, per-capita public healthservice; average hospital stay; doctors' psychological behavior; and staff andworkers' attitude towards the two modes. Public health service hospitals may link'expenses consciousness' to wages and bonus and thereby help to control the risingexpenditure on public health service.
