Personnel resources are the strategic ones of modern enterprises, and also the key element of the enterprises'development. Thus the enterprises should have scientific personnel system, the core of which is the effective inspiring system. This paper discusses that the establishment of scientific and effective inspiring system is the key of keeping the long-term vitality of the enterprises.
