地方官员政绩考核与农民税费负担关系探析

The Relationship between Assessment of Government Officials' Achievements and the Burden on Peasants

文章从考察农民的收支入手,分析了传统农业县农民负担沉重的主要原因,并得出结论:目前在传统农业县,减轻农民负担的有效、可操作的途径是改革地方政府官员的政绩考核标准,通过激励等手段使官员与农民群众利益一致,引导地方官员在农民的小康之路上有所作为。

This paper analyzes the factors that burden heavily on the peasants in China's traditional agricultural counties (CTAC) by discussing their income and expenses. The conclusion is that the effective and practical approach to alleviate peasants'burden is to change the criteria with which the performance of government officials in CTAC is assessed, and to make officials'interests be consistent with peasants'benefits by redesigning the stimulation system.
