摘要
社会信用不良的关键是商事信用不良,重建信用的关键是重建商事信用,重建商事信用的重心是对商事信用进行法律规制,而商事信用的法律规制关键存在于以下三个环节:1.树立信用观念,增强诚实守信的意识。2.加强信用立法,修补、完善信用法律制度,健全对背信违约行为的惩罚制度,强化执法力度。3.树立并提高政府信用、法律信用。
The key of deficiency of social credit is lack of business honor. The key to rebuild credit is to rebluild business honor. The key to rebuild business honor is to rule and regulate business honor legally. Therefore, Legal regulation of business honor weightily lies on the following three aspects :1. building up credit idea and enhance consciousness of being honesty and being faithful. 2. strengthening credit legislation, mending and perfecting credit legal system, improving punishing system on actions of breach of trust, intensifyingthe executive law power. 3. building up and promoting governmental credit and legal credit.
