拖欠农民工工资问题已成为社会性问题 ,主要在于 :政府行政行为不规范和执法的疲软 ;保护农民工弱势群体的立法尚不够完善 ;农民工主张自我权利的能力较为薄弱 ;恶意欠薪者肆无忌惮。对此 ,不仅要呼唤社会道义和诚信的回归 。

The problem of the default on wages to the peasant-workers is becoming a social problem. It results from the unitary administration of the government and its dereliction of duty, the deficiency of law on the peasant-workers, the complete lack of capacity for the default on wages for the peasant-workers and the absence of the credit on the enterprises. All this calls for the consummation of the law concerned as well as the credit environment.
