On the Land-Levying Motive Forcesof the Local Government and the Cause of System Formation

农村集体土地的征用,本应由国家在公共利益需要的情况下实施,但现在地方政府滥征土地之风得不到控制。显然,利益驱动是地方政府的征地动力,而现行土地产权制度、征用制度以及官员利益最大化等是一些地方政府热衷于征地的制度成因。

To levy the collective land in the rural areas should have been carried out on the basis of the public interests needed by the state. Yet the abused levy of land by local governments in various parts of China has not been controlled. Obviously, it is the interests that drive the local government to levy the land in an improper way. And the government as a local economic group, the present property system of land and the arrangement of levy system as well as maximization of officials' interests, and so on, are the main causes of the system formation for the local government to devote itself to levying land.
