议会主权与有限议会——英国制约议会下院的措施

Parliament Sovereignty and Limited Parliament

英国议会,尤其是议会下院,在法律上掌握着极大的权力,所以在英国有"议会主权"的说法。但是,掌握极大权力的议会下院,也是需要受到其他机关的制约的,从而使议会也仅是一个权力有限的议会。

There is so-called 'Parliament sovereignty' in Britain because Parliament, especial its common house, has immense power according to law. The common house,however, needs restricting by other institutions, and therefore it is a power-limited Parliament.
