In international political economy,norms for actors to obey are crucial to the international security as numerous political contacts,large volume of economic transactions as well as interest gains between actors are achieved by the maintenance of a relatively stable structure.Since 1980's,the international political economic circle has expressed their common concern to the cooperation regime that is the product of establishing such a stable structure.The key issue for keeping that structure is the effectiveness of regime,and it is a primary norm to examine the rules of cooperation regime.
