土地储备组织过程的再思考及重新设计

Reconsideration and Redesign of the Organizational Process of Land Banking

我国现在已有 2 0 0多个城市实施了土地储备制度。作为一种制度创新 ,在发展的初期 ,无论在理论上还是实践上都有一些值得探讨的问题。本文从城市土地储备制度产生的背景出发 ,对其运行模式进行了分析评价 ,运用再造理论对现有土地储备组织过程进行了再思考和重新设计 ,相信对解决困扰土地储备制度发展的若干理论问题具有实际意义。本文同时提出了存量土地使用权市场化的原则和具体思路 ,对当前的土地储备工作具有现实的指导作用。

There are more than 200 cities at present in China that put the land banking system into practice.As an innovative system developing at its initial stage,exploration in this system is really worth both in theory and practice.This paper,starting from the background in which the urban land banking system emerges,analyzes and evaluates the system's operational model.Furthermore,this paper applies the theory of BPR in reconsidering and redesigning the current process of land banking system.Meanwhile,the principles and concrete measures of market-oriented land-use rights are advanced in the paper,which will offer a realistic guidance for the current land banking work.
