Fostering a Scientific Outlook on Development and Carrying It Out Conscientiously

党的十六届三中全会明确提出的科学发展观,对要不要发展、为谁发展、发展什么、怎样发展、往哪里发展等问题作出了科学解答。科学发展观注重发展的人文本质、整体协调、持久永续和发展的多样性。牢固树立和认真落实科学发展观,一要正确看待发展与增长的关系,正确看待GDP;二要进一步转变经济增长方式;三要发展清洁生产和循环经济;四要树立正确的政绩观;五要进一步转变政府职能。

The scientific outlook on development put forward at the 3rd plenary session of the 16th Party congress provides scientific answers to questions such as whether to develop or not, for whom to develop, what to develop, how to develop as well as where to develop. A scientific outlook on development emphasizes the humanistic nature of development and attaches great importance to a harmonious and sustainable development. Also it emphasizes a diversified development. To foster a scientific outlook on development and carry it out conscientiously, we should, firstly, take a proper look at the relationship between development and growth and take a rational attitude toward GDP; secondly, ways of economic growth must be further changed; thirdly, to develop clean production and sustainable economy; fourthly, government officials should have a correct outlook on achievements; and finally, government functions must be further transformed.
