This article summarizes the originating and developing of human capital theory, and discusses the function of human capital to the economic growth. The authors think that human capital theory is the modern development of Working Value Theory of Marxian Plutonomy, the precondition of Western Region Development is the developing of human capital in the western region to advance its value.
