摘要
文中阐述了西部环境立法的目的及价值取向,西部环境立法应遵循的基本原则,西部环境立法的模式选择,环境权的承认及其确立和基本制度的设计规范。
In this paper, the auther expounts the purpose and value orientation, fundamental principle abided, selection of model, environ-mental right’s recognition and its establishment and designed regulation of fundamental system in the environment’s making law of theWestern China.
