Rescue and Salvage Reform is in Full Sail

2003年2月28日，交通部救捞系统工作会议在北京召开。救捞局局长宋家慧在讲话中谈到：救捞体制改革将成为2003年工作中的重中之重。具体地讲：至2003年3月底，将全面完成救捞体制改革的前期准备工作，包括《救捞体制改革实施方案》的制定等；2003年4月1日至6月30日，完成将现有的救捞局划分成为救助局和打捞局的工作，初步确立救助、打捞新体制、实现救助与打捞分开管理。

On Feb 28, 2003, Rescue and Salvage system working meeting of the Ministry of Communication was held in Beijing. Song Jiahui,Director of the Rescue and Salvage Bureau said that the reform of the Rescue and Salvage system would be put on the top agenda of its work in 2003. To be specific, by end of March 2003, it would complete the preparation work for the comprehensive reform of the Rescue and Salvage system, including the stipulation of the rules for the Reform Plan for the Rescut and Salvage system. From April 1 to June 30, the present Rescue and Salvage Bureau would be divided into two including the Rescue Bureau and the Salvage Bureau, new rescue and salvage systems would be set up initially and the rescue and salvage could be governed respectively.
