On Creative Transformation & System Building of Administration Moral of Public Administration Era

在社会主义市场经济条件下,传统行政已经进入了公共行政时代,传统行政道德也向公共行政道德转型。在这个长期博弈的过程中,不仅需要我们对传统行政道德资源的进一步挖掘,而且更需要我们对所挖掘的道德资源进行创造转化,从而树立市场经济条件下公共行政行政道德的新理念。而要做到这一切,还必须辅之以可行的制度塑造与制度安排。

Under the condition of socialist market economy, the traditional administration has already entered the public administration era. The traditional administration moral is in the transition to the public administration moral. In the long changing process,we not merely need excavating further the traditional administration moral resources,but creating the transforming of the moral resources that needs further excavation,thus establishing the public and administrative new ethics of administration under the condition of market economy. It wants feasible system building and arrangement of the system.
