Future and Actuality about Engineering Supervising for Oil Exploration and Development

我国石油勘探开发行业工程监督(监理)的发展可分为摸索发展阶段、试验发展阶段和规范发展阶段,目前主要以监督办公室制、股份公司制和监督中心制三种形式存在。现行监督(管理)体制存在监督(监理)机制不规范、人员结构很不合理、监督(监理)项目无强制性、标准规范不统一、监督工作程序不规范等问题。只有建立起全面统一的规范监督(监理)制度,并制定统一的行业规范标准,才能形成有序的、规范的竞争。逐步走向第三方监理制。

This article simply looks back the history of engineering supervising in our country. It is divided into three stages, including seeking, testing and normalization. The status in quo of our modern supervising system mainly consists of supervise office system, stock company system and supervising centre system. Problems existing in active supervise system are also pointed out in the article. All the problems are as follows: the mechanism of supervise is still not standard, personnel organization is not so reasonable, the projects under supervise are not compulsive, the standards of supervise are not unified, and further more, the routine of supervise is also not standard. This article emphasizes to establish an all-sided, unified and standard supervise system. Only so, a well-ordered and standard market competition could be formed. Then, a three-sides supervising system could be formed.
