为实现执法观念与执法方式由传统向现代转型,从第一线执法现状出发,应解决在经济发展与社会稳定、公正正义与公平正义、公正执法与效率保障、职能独立与警务泛化、行为危害性与人身危险性等方面存在的认识误区和矛盾阻力。

In the period transfering from the traditional concept and mode of law enforcement to a modem and new one, we should start from the front line of enforcement by solving the dilemma between economic development and social steady, justice and fairness, etc.
