摘要 制度建设是全球环境与可持续发展领域的一个热点问题。本文在回顾国际环境制度发展进程的基础上 ,分析了其形成的理论基础和构成要素及政府和非政府行为体的不同作用 ,着重探讨了国际环境制度存在的主要缺陷以及机构改革问题。 Institutional building is one of the popular topics in the field of the global environment and sustainable development.By reviewing the evolving process of international environmental institutions,this essay analyzes the theoretical groundings, constituent elements,and different roles of the governmental and non-governmental actors,shedding light on the major defects in present-day international environmental institutions and on the urgency for institutional reforms.
