设计管理制度——促进更加全面综合的城市设计

DESIGN CONTROL SYSTEM: TOWARD COMPREHENSIVE URBAN DESIGN

针对我国城市规划设计和建设现实 ,分析了在城市设计实践活动、理论研究以及制度建设方面的问题 ,指出在规划管理体系中建立和完善城市设计管理制度的现实性和必要性。主张城市设计是一个社会实践过程 ,方案设计仅为全过程的一个环节 ,由此分析城市设计过程的阶段以及好的城市设计具备的要素。在此认识基础上 ,对我国城市设计管理制度做了初步定位 ,指出设计管理制度必须依托规划管理体制 ,做到微观管理与宏观管理相结合 ,注重以社会经济规划的理念为设计师开发更多的创作空间。最后 ,作者提出建立我国设计管理制度的初步构想 ,建议在中央政府和省级政府层面制定“城市设计的政策导则” ,在城市政府层面制定包括原则性和规范性内容的“城市设计的准则” 。

This paper analyses urban design from its practice, theoretical studies and institutional system, especially the necessity and feasibility of inaugurating a design control system in China within the context of planning administration. The author argues that urban design is a social practice and project drafting is only part of this whole process. From this point of view, she points out some basic elements for a good urban design. It is suggested that the design control should be integrated into the planning management process, and more room should be left to designers while the social and economic concerns are emphasized. She also puts forward a framework for this design control system, formulating policy guideline of urban design at central and provincial levels, and urban design criterion at municipal level, so that the correct value orientation for the practice of urban design will be guaranteed.
