从大城市到都市区——全球化时代中国城市规划的挑战与机遇

FROM LARGE CITY TO METROPOLITAN AREACHALLENGE AND OPPORTUNITIES TOWARD THE CHINESE URBAN PLANNING AT THE TIME OF GLOBALIZATION

首先对都市区的概念内涵、空间特征、形成条件等进行了讨论与分析 ,指出都市区是城乡居民共同的生活地域空间 ,它直接反映了城乡居民的居住—工作、居住—购物、居住—游憩等关系 ;接着分析了全球化背景下的中国城市化特点 ,指出未来 1 0～ 2 0年是中国大城市向都市区过渡即都市区不断形成、发展乃至完善的关键时期 ,都市化将成为城市发展的主题 ,都市区也将成为中国城市规划的新领域。文章还重点对中国开展都市区规划所面临的问题与挑战作了分析 ,并对都市区的研究、规划、调控、管理等提出了建议 ;最后指出都市区规划是中国城市规划界在全球化时代面临的最重要的任务与最严峻的挑战之一 ,它的成功与否 ,不仅关系到我国城市化进程的健康持续发展 。

This paper discusses the concept, spatial characteristics and supporting conditions of metropolitan area, which is a living space for both urban and rural residents and a reflection of relationship between residence, work, shopping and recreation. The author thinks within two decades there will be metropolitan areas in China, which will open a new horizon to Chinese urban planners. The article analyses the major problems and challenges in the planning practice for the metropolitan areas. Ideas for the study, planning, regulation and management related to the metropolitan areas are put forward. Planning for the metropolitan areas are regarded important project, its success or failure closely links either sustainable urbanization in China or the Chinese urban planning tracking to the world.
