摘要
当前国有商业银行普遍面临竞争力不足的问题,其核心是激励措施、奖励办法与股份制商业银行存有较大差距。作者通过比较,指出了国有商业银行现有分配机制的各种弊端,并从建立现代商业银行经营机制、提升经营机构核心竞争力等方面论述了建立以效益为中心的考核分配机制的必要性。在此基础上,针对国有商业银行的现有经营模式,结合国有商业银行正在进行的深层次改革实践,以提升国有商业银行竞争力为目标,提出先在二级支行经营层面实施以效益为中心的考核分配机制,而后逐步推广到全行的渐进式改革之路的可行思路,并对二级支行的绩效考核模式提出了具体要求和设想。
To date,state-owned commercial banks are generally baffled by the lack of competitive edge.The crux of the matter is that there is a great gap in terms of incentive scheme and rewarding system as compared with joint-stock commercial banks.Through comparison,it is shown that there leaves much to be desired in the distribution system of state-owned commercial banks.Then discussion is made on the need to establish a profit-centered evaluation and distribution system from the perspective of institutionalizing operational system of modern commercial banks and increasing the core competitiveness of business units.Furthermore,in view of the existing operation model and the ongoing in-depth reform of state-owned commercial banks and with the objective of increasing their competitiveness,it is proposed that a profit-centered evaluation and distribution system be established first in secondary branches at operation level and gradually spread to the entire bank.Finally suggestions and requirements are given regarding performance appraisal model in secondary branches.
