A Study on Technological Innovation and the Mechanism to Upgrade Our Green International Competitiveness

摘要我国出口产品绿色竞争力较弱 ,常被发达国家诉之为生态倾销 ,而屡次遭遇绿色壁垒 ,关键在于制度缺陷下的企业基于环境的技术创新动力不足。环境资源产权制度、适当的知识产权制度和以环境规则为基础的开放的市场机制与政策激励措施 ,是充分利用人力资本促进基于环境的技术创新的基本动力。必须实行更高层次的开放经济发展战略 ,在贸易和投资的互动中与国际惯例接轨 ,借鉴工业化国家的资源环境制度与环境规则 ,注重人力资本的投资 ,培育创新能力 ,从而激励企业的技术创新 ,提升我国基于环境的国际竞争力。 The international competitiveness of Chinese products has been constrained by green trade barriers. This has largely resulted from institutional scarcity of China to promote technological innovation. So it is advisable to adopt the environmental regulations of industrial countries in the establishment of Chinese environment-resource property rights and environmental criteria in order to promote technological innovation and therefore upgrade the international competitiveness of Chinese products.
