摘要
西安市四家国有投资公司分属三个不同部门 ,制约了其投融资职能的发挥。西安市基础设施建设要改变现行的财政融资作为基本特征框架的体制 ,建立新的融资框架的有效途径是将西安市四家国有投资公司的资产、人才、技术、管理进行整合 ,加速资本的集中。具体整合方式是将各个国有投资公司的国有股份无偿划拨 ,成立集团总公司 。
Because four State owned Investment Company in Xi'an city belong to three different deparfments,its function of investment and finance has been restrained.In order to set up new financing framework,the ways and means of financial funds should be changed.The efficient method is to merger the assets,personnel, skill and management of the four State owned Investment Company in Xi'an city and to accelerate the centralization of capital.The specific method is to allocate state owned stock freely and to set up a group of investment which will develop functions of investment and financing.
