中国共产党在“以德治国”中的核心地位决定了“以德治党”约束机制在整个以德治国约束机制中的关键作用 ,党员应加强自我道德监督和自我约束 ,争做思想道德修养的楷模 ,同时变制度条文监督为实践行为监督 ,这样才能加强执政党自身的道德约束机制 ;要确立人民群众的主体地位 ,激发群众的道德热情 ,提高群众的道德评判力和约束力 ;改进和加强社会组织和舆论宣传的道德约束作用。惟其如此 ,才能把“以德治国”方略落到实处。

To manage State Affcirs by virtue has been established as the core of CCP, which makes the system of “managing party by virtue” a key part in the whole system of “managing state affairs by virtue.” To achieve this, party members should strengthen self moral supervision and self restraince, try to be model in moral field, and change the role of supervision only on paper to practical one. We should also establish the position of the public, stimulate the public moral enthusiasm and increase the public ability to judge and restrain mordlly. At the same time, we should enhance and strengthen social organization and the effect of moral bind. Only by this, can the policy of “managing state affairs by virtue” be carried out practically.
