加入WTO后,公用事业领域投资体制全面开放,打破了城市供水国有垄断经营的局面。供水企业唯有全面开展技术创新,大胆引进国外资金、技术和人才,优化产业结构,调整企业组织形式,提升企业整体素质,提高供水能力、供水质量和服务水平,才能有效应对"洋水务"的进入,才能在激烈的市场竞争中立于不败之地。

After China's entry into WTO, the investing system of public utilities is completely opened, the monopoly situation in urban water-supply has been broken. Only if the water-supply industry carries out overall technical innovation, boldly introduce foreign investment, technology and talents, optimize the industrial structure, regulate the industry organization, can it be in an impregnable position in the fierce market competition.
