我国行政指导制度的沿革及对策研究

行政指导作为一种强化政府的非权力性影响力 ,以更契合的行政手段引导和规范社会的发展 ,已成为世界各国创新政府行为方式的成功模式 ,并在我国政府对经济和社会的管理中发挥着越来越重要的作用。探究行政指导制度的运行轨迹、寻求完善我国行政指导制度的对策 ,是政府走向“协商治理” ,实现行政民主化。

With the government influence reinforced as non_authority,and with the social development guided and standardized in more suitable administrative means,the administrative guidance has become a successful pattern for rejuvenating governmental conduct and manners,and also is performing more and more important functions for our government to control economy and society,it is necessary for the government to move towards“consulting administration”,realization of democratized and legalized administration,through exploring the track how the administrative guidance system moves,seeking the countermeasures to perfect the administrative guidance system.
