关于“可持续发展”必须解决的几个问题

A Few Problems Which Need Resolving about “Sustainable Development”

走可持续发展之路已经成为整个世界的时代主题。中共中央在十六届三中全会上发布的《关于完善社会主义市场经济体制若干问题的决定》中进一步提出了社会主义市场经济发展中的"五个统筹"的要求,提出坚持"以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展"。但是,坚持可持续发展必须有经济学的理论支撑,而传统的经济学理论对于实施可持续发展存在着很大的理论欠缺;另外关于"以人为本"目前仍存在着认识上的分歧,亟待澄清认识,正本清源;存在的第三问题就是可持续发展的主题思想和指导原则与片面追求经济增长具体行为的脱节。只有以上三个基本问题得到解决,人与自然的协调发展才能逐渐导入一个良性循环的轨道。

It has been the subject of the whole world to hold sustainable development. <Regulations Concerning Certain Problems about Improving the System of Socialist Market Economy> (which was issued by the Central Committee of the CPC in Third Plenary Session of the 16th Central committee of the Chinese Communist Party) came up with the requests of “Five Whole-planning” in socialist market economy, and the developing idea of holding “to put man for the base, and build up all-sided, harmonious and sustainable developing idea, and accelerate all-sided development of economy, society and man”. However, there must be academic sustentation of economics to hold sustainable development. The traditional economics theory is very defective for implementing sustainable development. There is difference in cognition about “to put man for the base”. The principle and subject of sustainable development is not corresponding with the material action pursuing economic increase. Only will those three problems be resolved, the harmonious development of human and nature will gradually walk up to a benign path.
