“三个代表”重要思想的提出从本质意义上说是党代表最广大人民群众根本利益的写照。把握“代表制”的本质,正确处理党民、政民关系,规范并落实政府为人民服务行为,建设一个服务型政府,是我们目前行政体制改革的一项重要任务。我们必须从国内外环境的呼唤、中国现代化建设的发展来看建设服务型政府的重大意义。建设的具体措施,则包括观念的转变、政府职能和结构的变革、行政审批制度改革、政府工作人员素质的提高、加强对政府的监督机制等方面。

The important thoughts of“Three Represents”proposition,from the essential mean- ing,says to be the portraiture of Party representing the fundamental interests of the overwhelm- ing majority of the people.That holding the essence on“representative paradigm”,dealing cor- rectly with the relation of Party-and-people,government-and-people,normalizing and implemen- ting the act of government's servicing people so as to build a service-type government,has become an important task of administrative reform at present.We should consider the important meaning of building serve-typed government according to the call for the domestic and international envi- ronment,and China's drive for the modernization development.The specific measures include such aspects as the transformation of conception,the change of governmental function,responsi- bility and structure,the reform of administrative approval system,the quality improvement of government staff member,the enhancement of supervision mechanism to the government,etc.
