论政策有效执行的合法性基础

On the Legitimate Basis of Effective Policy Implementation

作为政府对社会经济发展实施宏观调控的重要杠杆,政策的作用能否有效的发挥,从根本上取决于政策执行的效率。政策的有效执行是以社会公众对所推行政策的认同和接受为前提条件的,而政策能否被认同在很大程度上又取决于作为政策制定者和执行者的政府在民众心目中是否具有合法性。因此,要提高政策执行效率,就必须通过提高政府行政绩效和搞好政府公共关系来夯实政府权威的合法性基础,进而增强社会公众对政策的认同。

As the lever by which Government regulates social public affairs,policy must function through its implementation,and policy identity poses as the basic precondition for the effective policy implementation and in a sense policy identity depends on the legitimacy of the government as policy-maker and policy-imple- mentor.Thus,in order to improve policy implementation,the legitimacy of the government should be strengthened and thus the policy identity sense of the public as target groups should be promoted by enhan- cing administrative performance and public relation of the government.
