推进基层文化建设,要以“三个代表”重要思想为指导,解放思想,实事求是,与时俱进,不断破除阻碍基层文化发展的传统的、固有的、计划经济模式派生的种种观念。从而提高人们对基层文化工作地位和作用的认识,加速对基层文化设施建设摆位问题的解决,尝试运用新的文化管理机制调动人员的积极性,并不断推动文化活动内容与形式的创新,使发展社会主义文化的目标得以实现。

In order to carry forward the cultural construction at the basic levels,we should take the impor- tant thoughts of“Three Represents”as the guidance,emancipate the mind,seek truth from facts,march forward with the time,and abolish all sorts of traditional,inherent ideas under plan economy that hinder the cultural development at the basic levels.Such practice will thereby enhance people's understanding to the position and role of cultural work at the basic levels,accelerate the settlement of orientation issue in terms of the cultural facility at the basic levels,try to use the new cultural mechanism of management to arouse the enthusiasm of personnel,promote the innovation of cultural activity content and mode,so as to realize the objective of developing socialist culture.
