加快西部城市基础设施建设是实施西部大开发的基础 ,但西部城市基础设施建设常受制于现有传统基础设施投融资体制的运行 ,因此 ,改革现有城市基础设施投融资体制 ,以信托方式参与西部基础设施建设 ,不仅可以促进西部基础设施建设的步伐 。

The basic of developing west area of China is to quicken the construction of urban basic establishment in west area of China, but the construction is always limited by the old system of financing and investment of basic establishment. So it has so many strategic meanings to reforming this old system and introducing trust into west urban construction, such as speeding the step of the urban basic establishment construction of west area, accelerating the development of west area economy, etc.
