论公共危机管理机制的建立与完善

The Construction and Improvement of the Mechanism of Public Crisis Management

“非典疫情”与禽流感的爆发使我国经历了一场空前严重的“非典型危机” ,同时 ,也给政府在公共危机管理领域带来了一个新的课题 ,即如何建立一个完善的管理机制来有效管控危机。对此 ,本文从公共危机管理的角度 ,对“病疫灾害”所引出的相关积弊加以分析 ,认为其根源在于目前我国的危机管理机制不够健全 。

The explosion of SARS brought forth a new question for our government to solve, that is, how to construct a perfect management mechanism in order to efficiently control public crisis. Therefore, this article analyzes the long-standing abuse exposed in SARS from the aspect of public crisis management. With the analysis, this article suggests that the mechanism of public crisis management is not perfect and puts forward the suggestions to construct and improve the mechanism.
