英国修建公路的资金主要来源是汽油税,再由财政部根据国家财政预算进行分配。但由于近几年英国对公路建设项目的预算逐步减少,为满足修建公路的资金要求,采取了别的几种方式。英国在公路项目工程管理中采用的是土木工程师协会编制的合同法,简称“ICE”合同条款。其原则方法基本上同我国广泛采用的FIDIC条款。

The major funding for road construction in UK is the fuel tax allocated by the Ministry of Finance according to the national financial budgets. But due to the descending budgets on road project during the past few years, special approaches have been taking to meet the capital requirements in road building. The ICE clauses are adopted in the road project management in UK, which is formulated by the Association of Civil Engineers in UK and quite similar to the FIDIC clauses broadly utilized in China.
