为把上海建成国际航运中心,上海市政府提出了跳出长江口,在距上海南汇芦潮港约30km的大小洋山建设深水港的设想。经过国内外专家、学者和勘察、设计、科研人员5年多的论证和前期工作,2002年3月在国务院第56次总理办公会议上审议批准通过了上海洋山深水港一期工程可行性研究报告和开工报告。洋山深水港工程包括深水港区、芦潮港海港新城以及连接港区和港城的东海大桥。
