人才是生产力发展中最活跃的要素,是影响经济发展的最大变量。结合昆明经济发展现状,本文认为,昆明市走工业化道路需要大力开发四类人力资源:一是能铸造一个大型企业集团,带动一个产业发展的战略型企业家;二是在公司或企业中,善于市场运作的高层次营销人才;三是适合于工业企业发展的不同层次的技术人才;四是一大批位于县域和乡镇层次的、具有商品经济观念和市场经济意识的生产经营管理者。
