摘要
在辛亥革命后文官制度紊乱的情况下,北洋政府通过建立知事试验制度来规范县知事的任用资格,通过建立分发、甄别、训练、委署等制度来规范县知事的任用程序。这些制度一方面承袭清制,另一方面也有所创新。由于政治形势动荡,这些制度没有能够完全得到实行,但体现了中国地方行政体制现代化建设的基本方向,具有积极意义。
The Beiyang Government after the 1911 Revolution attempted to establish a set of systems to appoint head of county. The procedures included such systems as distribution, discrimination, training, appointment and so on. These systems inherited part of those in the Qing dynasty and had some innovations. They could not be carried into practice in a whole way because of fluid situation at that time.
