农民问题是影响中国稳定的三大突出问题之一,关系到我国全面建设小康社会目标的实现,关系到中国特色社会主义的前途和命运。无论是从经济层面还是从制度层面对农民负担问题进行考察,其结论都是必须保护农民的财产权和人权,解决农民负担问题是我国全面建设小康社会的必由之路。

As one of the three key problems which influence China's stability, the problem of farmers is important to the construction of building a well-off society in an all-round way and related to the prospect and fate of socialism with Chinese characteristics. By examining farmers' burden from economic level or institutional level, we can draw a conclusion that we should protect the proprietary and human right of farmers. Solving the problems of farmers' burden is the certain way to build a well-off society in an all-round way.
