摘要
叙述了社会主义市场经济体制、知识经济时代对国有企业人力资源管理提出的挑战 ,结合人力资源管理在当代社会的发展 ,提出了在目前情况下人力资源管理的创新方向 :从传统的人事管理转变为面向人力资源潜能开发的战略性人力资源管理。提出为适应这种创新 ,人力资源工作人员必须转变观念。
This paper describes the challenges to the human resource management in state-owned enterprise in the time of socialism market economy system and knowledge-based economy. Based on the development of the human resource management in contemporary society, it is believed that the human resource innovation is the transform from traditional human resource management to strategy human resource management facing to the exploitation of human resource potential development. Therefore, this article claimed that three ideas should be converted to orient this kind of innovation. The first, changing from policy executing to independent management. The second, changing from personal management to the human resource exploitation. The third, changing from the control for manpower expense to the investment for manpower capital. Finally, a brief depiction of some concrete and focused viewpoints is made about the system innovation of human resource management.
