振兴东北老工业基地是党中央、国务院加快我国全面建设小康社会的重大举措。老工业基地的振兴是一项系统工程,需要大量人才作支撑。在振兴过程中,要加快人力资源向人才资本的转化,大力发挥教育优势,实现人才的优化配置,为老工业基地的振兴做好服务。

It is a significant strategy for the Central Committee and the State Council to revive the old industrial base in the northeast. The revival of the old industrial base is a systematic project which needs the support of great number of talents. In the process of the revival, we should accelerate the transformation of human resources into talent capital. We should also make full use of education and optimize personnel grouping, so as to pave the way to the revival of the old industrial base.
