Mao Ze-Tong's New Democratic Social Theory formed in the 1930's and in the early 1940's.The reason is that during such a period the Communist Party of China leading by Mao was much mature than before.As a result,the Party was able to well combine the laws of Marxism with China's practice,creatively brought out some theories corresponding to China's reality;Moreover ,the complicated situation in the anti-Japan war make the Party Central Committee adjust tactics and routes; At the same time,the construction of the base for anti-Japan war offered the practical experiences to the finishing of the social theory of new democratism.
