On the party's capability of governance and its appraisal criteria

党的执政能力,主要指执政党执掌国家政权的功能及其有效性问题。考量一个执政党的执政能力,至少应着眼于四个方面的要素:一是执政党所执掌政权的合法性与支持度;二是执政党执政之法律与制度的稳定性与有效性;三是治理社会的高效率与低成本;四是社会秩序与风尚的维系程度。

In the main, the party's capability of governance is the function and validity of the ruling party to govern the nation. There are four factors to consider in judging the governance capability of the ruling party: first of all, the legalism and support level of the ruling party's political power; secondly, the stability and validity of the ruling party's law and legal system; thirdly, high efficiency and low cost of the governance; at last, the maintenance level for the social order and social morals.
