摘要
在塔里木油田项目经营管理中 ,应用承包责任制取得了良好的效果。概述了业绩合同目标考核责任制、项目风险经营承包责任制、风险金抵押制、项目成本核算制等项目经营管理承包责任制的应用情况 ;提出了项目经营管理承包责任制的配套机制 ,包括建立激励与约束相结合的用人、分配机制 ,强调全员管理、重点突出危机管理的理念 。
In the project management of Tarim Oilfield, the contract system is used with good effect. The application of project management contract systems including contract objective assessment responsibility system of performance, contract responsibility system of project risk management, risk fund mortagage system, and project cost accounting system are denoted. A synchromized mechanism to the project management contract responsibility system is proposed, which includes establishing a system of manpower and allocation combining encouragement with constrain, emphasizing overall management, paying attention to the idea of crisis management, cultivating a new culture of marketing.
