项目的进度目标、投资目标和质量目标是相互关联、相互制约、相互兼顾、相辅相成的。石油工程项目实施低成本战略 ,关键是对项目的进度、成本与质量进行有效地控制。项目进度控制的目的是在满足其时间约束条件下实现总体目标 ,严格的程序化网络管理是确保石油工程项目高效运作与控制的有效手段。在搞好进度控制与成本控制的同时应搞好质量控制 ,其做法是严格按项目质量安全保证标准办事 ;建立项目质量安全监督体系 ;
Objectives of project progress, investment and quality are correlated, constrained, considered each other and inseparably inter-connected. The key of low cost strategy for a petroleum engineering project is to effectively control the project progress, its cost and quality. The purpose of the project progress control is to realize the general objective under the condition of time constrain, strict sequencing network management is an effective means for insuring high efficient operation and management of petroleum engineering project. The modes for project cost control includes:①a full contract mode is used; ②a financial account management system is deployed; ③great attention is paid on construction so as to control the investment from the source; ④scientifical innovation is emphasized; ⑤the responsibility system for project risk contract is implemented. The ways of quality control include strictly carrying out , project quality and safety guarantee standard, establishing a project quality supervision system, rationalizing the sequence of the project quality and safety control.
