摘要
旱灾造成的损失不能仅从农业粮食减产单方面来估算,要把旱灾对农业、自然和社会经济等所造成的显性和隐性损失进行科学评估。抗旱要处理好农业用水、工业用水和城市用水及生态用水的关系,实现水资源的可持续利用。应建立自动化的干旱监测和快速评估系统,进行实时、动态、定量化的大面积监测,实现灾害信息的接收、处理、分析和发布的全过程自动化与智能化。
Losses resulting from drought can't be estimated only from the grain decrease. Estimation should be made scientifically in implicit and explicit damage to agriculture, ecology and social economy by drought. In order to realize the sustainable utilization of water resource, the relationship should be reasonably coordinated in water utilization among agriculture, industry, city and ecology. And the evaluation system should be established about automatic drought monitor and prompt assessment, so that instant, dynamic and quantitative monitor can be conducted in large area, and the automation and intelligence can be realized in receiving damage information, processing , analyzing and issuing.
