Synthesizing Evaluation Research on Bidding of Project of Research and Develop of Weapon Equipment

招投标是规范和促进武器装备研制竞争的有效手段,科学规范的评标是武器装备研制项目招投标的中心环节。根据对武器装备研制的主要影响因素分析,参照相关评价标准,建立了反映投标单位综合素质的科学评价指标体系,采用多层次灰色评价法进行评价分析,为我国武器装备研制项目招投标提供一定的参考。

According to the analysis to the main factors of project of research and develop of weapon equipment and consulting correlative evaluate standards,this paper establishes evaluate index systems of multilevel quality of the contractor,proceeds the evaluation analysis by adopting grey evaluation method and offers some reference for bidding on project of research and develop of weapon equipment.
