摘要
人力资本配置制度是一个有机的系统,其整体功能的发挥依赖于各项基本制度安排的完善与发展。运用新制度经济学的理论,在系统阐述人力资本配置制度的涵义、结构和功能的基础上,提出我国的人力资本配置制度应主要从配置的政策法规、市场配置制度、配置的价值观念等基本制度安排入手,进行相应的创新,进而推动整个人力资本配置制度的发展。
Deployment institutions of human capital are an organic system,and its function rely on the perfection and development of every basic institution.This paper introduces the implication,structure and function of deployment institutions of human capital on the basis of theory of new institutional economics.Finally we should create deployment institutions of human capital from the aspects of the policy and law for deployment,market deployment institutions,deployment concept etc.
