摘要
本文论述了在我国实行灾区开放政策的重要意义,并以我国唐山、澜沧-耿马地震、原苏联亚美尼亚地震的震后救灾活动为例,以实行不同对外开放政策的效果对比,说明实行灾区开放政策的必要性;用通讯调查的结果和国际救灾组织及主要援助国对外救援情况,反映实行灾区开放政策的可行性。最后,提出灾情开放、救灾开放、灾害的考察研究开放和灾区重建开放的四项灾区开放政策的建议。
An'open policy'for disaster-stricken areas in China to the world-wide disaster research and disas-ter relief communities is studied in this paper.A comparison of different situation in Tangshan earth-quake (M.7.8),Lanchang-Gengma earthquake (M.7.6 and 7.2) and Armenia earthquake (M.6.9),which is related to whether to make the disaster-stricken area open to the international communities ornot,is made.The statistical data of a domestic and international questionnaire is stated.Some interna-tional organizations of disaster countermeasure and their effect are introduced.All of these show thatit is necessary and possible to apply'open policy'for disaster-stricken areas in China.
