摘要
本文通过对集权与分权两种领导方式的分析,阐述了集权与分权都走开展管理活动所必不可少的手段。一方面集权是组织行动统一性的必要条件。另一方面分权又是组织分工的必然要求。为了实现有效的管理,必须实行集权与分权相结合的领导体制的观点。
The paper gives an analysis of Power Centralization and Power Separation. It points out that both of them are indispensable in organizing activities. Power centralization is a prerequisite of unity while separation a prerequisite of work allocation.
